Yes, and they come by many names: librarian (can guide you to the
correct section of the library and help you find books on the subject),
clerk (much like a librarian but can help you buy books), teacher (can
give you a course in C++) and so on. Start by getting yourself a good
book, Accelerated C++ by Koenig and Moo is recommended by many.

Later, after/while reading the book you can come back here and ask
questions about specific topics that you don't understand. You can also
take a look at alt.comp.lang.learn.c-c++.
