I find that some web pages cannot be saved (In IE, File->Save As) for
offline browsing. How to do that by Javascript?

1. Write a browser with no Save function or local cache
2. Force everybody in the world who uses any browser to use your browser
3. Profit

Don't upload it to a server. Otherwise, its mine to save.

In other words, you can't.
