Compiler Error Message: CS1595 (is Q318274 the whole story?)

We have a Web Service written in VB.NET (1.0 SP2) on W2K IIS5...

One of our customers is reporting symptoms that sound exactly like those
described in Q318274 (C# compiler error message CS1595 because ASPNET
account doesn't have list/read permissions to framework folder -

We've tried to recreate the problem here on our server by removing all
permissions of the ASPNET account to
~\winnt\Microsoft.Net\Framework\v1.0.3705 (and by putting ASPNET into a
"dummy" group which can't possibly have any permissions to anything, etc,
etc). And we're fairly sure that the worker process is in fact running as
ASPNET (we checked machine.config and web.config to make sure that
<processModel has username="machine").

So...is Q318274 the whole (and accurate) answer to the cause of this
problem?

Or is it possible that the worker process is running as another user?

Or do permissions changes to ASPNET not take effect immediately (even after
restarting IIS)?

Or...?
