cookie not updated

I put following code in the application_beginRequest event handler to
capture the user nevigation information and put it in the cookie. First
time, it will add it ot cookie then it never update the cookie event I can
see it execute the code correctlly. It will only update the cookie when I do
refresh the browser or open a new browser. Any insight?
