Yes. Do you have Visual Studio.Net? It's the Object Browser.

If the dll is a manged dll, you can use Reflector:

If the dll is a native dll, DUMPBIN is a good start:

Absolutely! You can use ILDASM.EXE to look at managed assemblies, although at
first the information would be overwhelming.
