easiest way to generate a simple but well-formed html file in webrick?

I've got a little http server, and I want to spit out some html like:

<a href="caldav://...">This</a> is the blah calendar.
<a href="http://.../foo.rss">This</a> is the RSS feed.

except with the nice html preamble, etc. This is easy to code up, but
there must be a better way. Actually, there appears to be about 20
toolkits that will do this...

Is there one that stands above the rest? It will take me more time to
look at them than to do it myself!
