What is the easiest way to migrate Outlook Express emails to a newer version of Outlook?

I recently moved to a new Windows computer and still have important emails stored in Outlook Express DBX files. Since Outlook Express is no longer available, I need a simple way to access those emails in Microsoft Outlook.
