Failed to execute request because the App-Domain could not be crea

Failed to execute request because the App-Domain could not be created. Error:
0x80070002 The system cannot find the file specified.

Can somebody tell why would this error be generated.

I am trying to create a new project in Visual Studio 2003. I have installed
IIS, started it, and started the DefaultWebSite.
