Grant Administrative Rights Remotely through ASP.NET

Can someone tell how I can grant administrative rights on a computer that is
in Active Directory to a user who is also in Active Directory throught a
remote ASP.net page using vb.net?

For Example:

CPU1 (in AD)
User1 (in AD)

CPU2 (in AD) = from this computer add User1 into the administrators group on
CPU1.
