How To Create Javascript from SVG 1.0 Image ?

Hello,

I would like to create a Javascript from a SVG 1.0 image that will
hopefully function in browsers the way that Google Adsense Javascripts
work. Can anyone recommend a program to do this ? The image contains
svg, rect, text and tspan commands.
