I'm looking for a commercial mail merge solution

We have a Java based rules engine that processes rules against a
Progress db. When certain rules "fire", we need to send email messages
to different addresses. We would like a Java based mail merge
application to handle this.

We would like to create templates for the email body. It would be nice
if end-users (not developers) could create the templates. Data would
be supplied by the db but could be delivered in an XML document. It
must be fully automated.

We really do not want to "roll" our own.
