I noticed that if I disable Java Quick Starter in the Control Panel
and reboot, it is enabled again. Anyone else seeing this or know why
this is?

See http://mindprod.com/jgloss/autorunmanager.html

for utilities to disable programs that start themselves at boot time.

Likely there's a registry entry that enables it (assuming you're talking about
Windows). Tools like Spybot Search&Destroy

<http://www.safer-networking.org/>

include features that let you suppress or delete auto-start entries.
