LDAP connection error The server is not operational

I have a piece of code written in C#.net with which I connect to an
ldap server on my company network. The code works fine when I use the
LDAP server name as the LDAPURL. However, whenever I use the IP address
of the LDAP server I get a "The Server is not operational" error
message.
