Microsoft.Web.UI.Controls.dll

I downloaded the ie web controls from asp.net the instructions that came with
the download said to run build.bat and that would create the
Microsoft.Web.UI.controls.dll.

however it did not build the dll

how can i solve this so that i may use the treeview control in my webpages.
