Can VS 2005 be used to develop ASP applications for .NET 1.1, or is it
better use VS2003?

You cannot use 2005 for 1.1 apps, you'll need to get 2003.

The short answer is "no" you can't. There are various ways to make it
happen, but they are all pretty bad. You are much better off stickng wth
VS2003.
