asp.net page, How do I cause this to happen?

You have to use Javascript window.open(..,...,...) function

For example
window.open("your file path",'width=800,height=600,scrollbars=yes,resizable=yes,top=5,left=10')

Client-side JavaScript. Look into the window.open() function.
