Place File Higher Than public_html Folder

If anybody could give me some pointers,

I haven't been able to figure out how to place a php_config file (it's
all fake right now) higher than the public_html folder.

Info:

Host- Godaddy.com
Type- shared account
FTP- Filezilla or Godaddy's

Because that is where they assign your space to work with.

Have you read the TOS?
Are you sure? They used to have in it that they could terminate your
account for having unsuitable content, at their opinion. Or someone
else's.
even though I was hosted by another service, my domain name was
terminated simply because I was registered through them.
I refuse to do business with those clowns.
