I work for a small rural ISP and would like to setup a portal of sorts for
our dialup and wireless users. Something that will have local news and
weather on it and also promotes our services. It would be nice if it linked
in weather and news automatically. I have no idea where to start on this
though. Something open source or free is what I am hoping for. Any ideas?

Just visit some of the weather and news sites... I can't think of any
off the top of my head, but lots of them provide some code that will act
as a small portal to their site. you get the latest news/weather on your
site and they gain a link to their site.

I'll have a think to see if I can remember any of the sites that provide
this.

I would hire someone that does have an idea where to start. That would
be your best ides. If you don't do that I would head to
www.w3schools.com and spend a day there reading.
