Re-instituting autopost of comp.lang.ruby FAQ

Hello all,

I've been maintaining the comp.lang.ruby FAQ for a while now.
It used to post automatically, but I had system problems and
the process broke.

I've been remiss about fixing the process, but I'm now starting
it again. The plan is to post it once a month. If you see any
errors or omissions, please let me know.
