Req: Help with IE z-Index bug

On this page: <http://mark4asp.99k.org/Mandates.html> there is an Excel
icon. When it is clicked a pseudo-alert box pops up. When the screen is
very wide it will pop up in the area occupied by the drop down lists on
the LHS. WHen that happens the drop down lists will appear to have a
z-Index greater than the pseudo-alert box.

In IE, how can I make the alert box always display itself above other
elements?

PS: It has an id="PopUpExcel", with styles given by:
<http://mark4asp.99k.org/MandateWinsFF_files/popup.css>
