Time::xmlschema returns wrong results

Time::xmlschema('2005-08-30T22:48:00-07:00')
=> Thu Sep 01 05:48:00 UTC 2005

(instead of Wed Aug 31 of course)

$ ruby --version
ruby 1.8.3 (2005-06-23) [i486-linux]
(Ubuntu Breezy package)

I couldn't find where the bug is, but this is ... interesting
