Tools to 'walk' through a web site.

I inherited a web site that has all kinds of crap in it that I think isn't
needed. Does anybody know of any tools that will go through and tell me what
pages are being used where?

I realize I could use something like the google tool to map a site - problem
is I need to do it in development before it goes live.

I also realize that where there are things that are done programmatically it
won't work. But at least it will give me a starting point.
