View Client Script Grayed Out

ASP.NET 1.1 and VB

Trying to create a simple ASP.NET application. Have two problems:

1. The toolbox does not have an HTML Tab, and therefore no HTML controls.

2. After adding System.Web.UI.WebControl (button, label, etc.), the View
Client Script selection is grayed out. So, cannot link client-side scripting.

Am I missing something in the setup? What is the solution?
