Why doesn't doc has predifined name and location ?

hello,

I'm very satisfied about the great standardization of doc strings in python.
Now in contrast to that,
the general documentation of libraries,
either in plain text, html, pdf, chm, ...
doesn't have a standarized name nor location.

Why is that ?
