[Windows] Installation/Upgrade question

When Python comes out with a bug fix version (2.3.2->2.3.3 being the
next) can the setup just run and overwrite the previous installation or
is an uninstall/reinstall what needs to happen?

It is recommended to uninstall the previous (minor) version first, at
least that's the only way that is tested. You don't need to
remove/reinstall any extensions you have.
