a problem of DTC on Windows Server 2003

i have deploy a COM+ component in windows Server 2003 for distributing
transaction, but the when i connect a SQL server 2000 on another Windows
2000 server, i got a exception:
HRESULT 0x8004D00E = XACT_E_NOTRANSACTION = The transaction has already been
implicitly or explicitly committed or aborted.
