Charset for English

I have thought utf-8 is the one for English,
but I think it has several problems (There are some garbage on the displayed
text).

So this damn web interface...

utf8 is likely the most used as this is a way to encode unicode
allowing to use latin charsets as well as whatever you could dream
off... What characters are causing this problem ? Where do they come
from ? (ASPX markup, DB, constants ?) For example storing an ASPX page
that contains non ASCII characters without using utf8 encoding could
lead to this kind of conistency problem...
