click on Hyperlink in a Frame loads page but no pageload event rai

This seems strange to me.

An image in a Frame, when clicked calls a jscript function which does a
window.open("SomeOtherASPXpg", "SomeOtherFrame:,....}
which works fine, but, the pd being loaded into the "SomeOtherFrame" does
not raise and pass thru that "SomeOtherASPXpg"'s Load event

If I Run the initial frames htm pg as the "StartupPage" of the poject, and
click the image and fire the script, the SomeOtherASPX pg opens (now not into
a frame of course), and the pgad event is raised / fired.
Has any one any idea
Some kinda Frame bug? more 'n likely I have a buggy knowledge but still...?
