debugging on windows2003

Iam trying to debug a web service locally on 2003 but I can't attach to the
w3wp process. I am running as administrator, the server is a domain
controller.I am not running URLSCAN.

Looking in the log I can see that the DEBUG verb is getting a 401 response.

Any ideas?
