I have this example:
http://www.iboi.nl/stripes/stripes.html
http://www.iboi.nl/stripes/stripes.css

On top of the page there are 9 small bars, most of them alternating with
a height of 2 or 3 pixels, the top bar has a height of 11 pixels.

In IE for Windows the bars all have the same height, about 15 pixels or
something like that.
Which IE/Win bug is this and how can I make IE/Win present the page the
way 'all' the others do?

set 'font-size:1px' and remove 'width:100%' for all your 'topper' classes.
you don't need z-index and relative properties also.
alternatively, you can use a small gif image and set background-image at
the top of the body element, which imho is better choice.
