Encoding problems

I created a page default.aspx with some Russian text in it. Nothing special
about the page no dynamic content (not yet) just it have a master page.
It worked just fine on my machine but when I published to server I got some
unreadable text. I tried to play around with globalization tag in web.config
no improvements. I tried to set responseEncoding to Unicode (UTF-8) or
fileEncoding and so on. I got some Chinese in the middle but no Russian.
Then in I decided to put all the text in Label controls and create resource
file for the page and it did work?!!

I have no idea why? And why simple Russian page worked on my machine and
didn't work on the server.

Any suggestions?
