FormsAuthentication.Initialize() error - NullReferenceException

I'm having a problem with FormsAuthentication.Initialize
() generating a NullReferenceException. This occurs on my
production server. The same code runs on my development
and acceptance servers.

I've already compared web.config and machine.config
between servers. The only diff is that the production
server specifies a key whereas the other two use
autogenerate.

I've also compared IIS settings on the servers and all
appears identical.

The production server is Win2K AS with .NET 1.0 SP1.
