HELP CREATING CUSTOM WEBORM

I am trying to create a WebCustomControl which inherits from
System.Web.UI.Page. My purpose for this is to create a template form,
that will be used from all the others pages of my project. My problem
is HOW!! can i switch to design mode so i can design myDataForm the
way i like it??
