how to find if a LDAP user has permission to create users and groups

Hi,

I have a requirement to check if a LDAP user has permission to
create users and groups. I have no clue on how to do this.

Bascially my requirement is the user provides the LDAP crdentails
(gives the administrator log in) . I should connect to this LDAP and
check if 2 more users are present. These 2 users should have
permission to create users and groups. I may not be aware of the
password of the 2 users I am checking.

I could check if the user exists or not by searching from the user
Search base, but i do not have a clue on how to check if the users
have permission to create users and groups.

any help will be greatly appreciated.
