You can't. Anybody that says you can do it reliably is lying to you.
If you want to reliably send mail, do it on the server.

You can't. However, you can use a third-party form mail service, such as
Bravenet and Response-O-Matic. There are both pay and free services
available.

I mean any client side code. And especially a mailto: link.
