.irbc on Mac OS X Snow Leopard

I discovered that ~/.irbc ignored on Snow Leopard, and that instead irb
looks for /etc/irbc which is not user editable (by default)

Is there a good reason for that and can I make irb look at ~/.irbc
instead?
