Local is not so important to me. Anywhere in Europe is ok.
There are lot of english spoken meetings & seminars probably
all over the europe (italy, france and germany probably not)
Have a look at

contains a search form to help you find Java User Groups all over the world.
For instance, if you select Germany and J2SE, it lists JUGs in Cologne,
Halle, Berlin, Stuttgart, Wiesbaden, Koblenz, and Dortmund. If you click on
the group, you get a description of the group - usually, but not always, in
English - the size of the group and information on how to contact the group.
You can also start your own JUG from this page.
As for Java conferences, these seem to be listed on this page:
http://java.sun.com/jugs/news.html. There is only one upcoming European
event at the moment - March 21/22 2006 in Madrid - but others are likely to
come along regularly. Also, some of the JUGs may organize events. According
to the information for the Stuttgart JUG, they have an annual Java Forum
which had 800 visitors in 2002.
I wouldn't expect either page to be comprehensive - I strongly suspect that
Sun does not know about every JUG or Java event - but it should provide a
great starting point for contacting other Java developers wherever you are.
