make MISSING=flock.o

[Ara.T.Howard]

i would like to replace flock in all of ruby with fcntl so that it works on
nfs (the default means that things like pstore) will break on nfs. can anyone
think of a good reason why i should NOT do this? perhaps an extension would
be better...
