net framework/compromising program integrity

Hey all;
New to this net framework. Is this really a necessary program to have
installed with windows xp. I have installed, and now have a program
integrity problem. There are 10 missing files to do with net framework. also
syas cannot access a necisary file(msvcr80.dll). Please help, norton system
works canot fix and it is driving me up the wall. Thankx
