If you mean you want to precess credit cards online there are several
options.

Paypal accepts cards - but you have to sign up for an account.

Nochex does too but there are limitations.

Worldpay is a higher-end option - but you have to pay a month fee,
signup fee etc

Don't know what you're talking about. You don't need any sort of
"licence". You just need a merchant account with your bank.
