Do you need only C++ compiler or C++ compiler plus IDE?

if you need only c++ compiler install either Cygwin with GNU GCC and you
will get Linux environment in windows (i assume you are using windows)
or install MinGW which is more or less g++ "command" for windows. The
difference between Cygwin and MinGW is that MinGW produces programs
ready to use in DOS, in opposed to Cygwin.

IDE? It is said Eclipse is good but bear in mind you have to have either
MinGW or Cygwin installed in system when using Eclipse anyway.
