Server code in templates

When building templates, you cannot use <%=%> tags. Is
this by design? Is there no way to enter server generated
code into the templates?

Example. This is what I would like to do under a
DeviceSpecific/Choice tag for a mobile form:

/Images/sas_logo.gif" /><br>

</HEADERTEMPLATE>
