starting a process as another user

Does anyone know if it is possible if you are running a java app as
root, to fire up another java process as a different user?

Not without using JNI, no. After all, java is supposed to be
platform-independent, and such mechanisms vary wildly between different
operating Systems. Some might not even know the concept of users.

If you're using exec, you can probably do it through the shell you execute
using the regular *nix commands.
