Tomcat4: What means privileged with in host

Hello,

does anybody known what the boolean attribute "privileged" of the
<context> element within the server.xml file means ?

The Tomcat Documention says:
"Set to true to allow this context to use container servlets, like the
manager servlet"

What does this mean?

I thought that Contexts running in non-privileged mode couldn't be
managed by the Manager-Application but that seems to be wrong.
