Turbo C++ (does that still exist?)

Why not download the free Visual C++ express from the microsoft site? With
that you could probably (well not design it, since the protocol is already
designed), but implement or simply use it (I think the latter is what your
really want).

On the internet there is somewhere a socket FAQ (don't know the location)
but I guess that might be what you are looking for.
