How is a VB module or plugin set up under ASP.NET?

If you'd like to use a module, you will need to create an assembly (DLL,
ClassLibrary) and place it in your BIN folder. Once there, you can access it
from your ASPX code.

myNamespace.myModuleName.DoStuff()
