'WebForm_PostBackOptions' is undefined after upgrade to 3.5

I have updated a Dot Net 1.1 web application to 3.5 using VS2008 and I am getting a JavaScript error 'WebForm_PostBackOptions'.

I think the problem is caused by a failure of IIS to find WebResources.axd.

For example http://localhost/DPS4/WebResource.axd?d=YLZTiGeQAwB7sWwet92fKA2&t=633449888892559355 returns no Javascript.

What do I need to do to get WebResources.axd working properly?
Or if there is some other problem causing this error let me know?
