<td scope="row"> or <td headers> ?

<th> tags should have the scope specified. Your tables would have two
kinds, <th scope="row"> and <th scope="col">. With this specified, there
is no need to have the headers attribute for the cells. As the docs say,
"[scope] may be used in place of the headers attribute, particularly for
simple tables."
