API's to Web-based video repositories?

Does anyone know of any of the large Web video repositories that will
enable us to form a query from a Java client (e.g. using SOAP, REST,
whatever..), indicate a video's ID (somehow), and retrieve individual
video frames? YouTube's API's will allow searches and will retrieve a
keyframe, but we need to be able to systematically ask for frame 100,
150, 221, etc. (or frames corresponding to times 3 sec., 99 sec., etc.)
and be passed back the frame in question..
