Background set up with tables...How to write text over it?

Easy question...

I have a background set up with tables now I want to place text over
parts of it, but when I try it moved the graphic.

What do I use to place text over without moving the graphic....Style
sheets seem to be the thing, but how.

Then is was not a background, you probably just put an image there.
